유감입니다만 이번에는 귀하를 도울 수 없습니다.

 

 

I don't know how to say this, but your request was declined. --> declined 거절하다.

어떻게 말씀드려야 할지 모르겠지만 귀하의 요청은 거절되었습니다.

 

I regret to inform you that my boss declined you offer. --> I regret inform you that ~라고 알려드리게 되어 유감입니다 ( 안 좋은 소식을 전할 때 쓰는 전형적인 표현)
